28 planned sites with a total capacity of 9.09 million kilowatts! Jiangsu Province Releases Its “14th Five-Year” Offshore Wind Power Development Plan.

Recently, the Jiangsu Provincial Development and Reform Commission publicly released the “Jiangsu Province ‘14th Five-Year’ Offshore Wind Power Plan.” The plan identifies a total of 28 offshore wind power project sites with a combined capacity of 9.09 million kilowatts, covering a total area of 1,444 square kilometers.
Recently, the Jiangsu Provincial Development and Reform Commission publicly released the “Jiangsu Province ‘14th Five-Year’ Offshore Wind Power Plan.” The plan identifies a total of 28 offshore wind power project sites with a combined capacity of 9.09 million kilowatts, covering a total area of 1,444 square kilometers.



Regional scope: Lianyungang Ganyu District, Yancheng Binhai County and Dafeng District, Nantong Rudong County, Haimen City, and Qidong City—covering a total area of 16,860.4 km², which accounts for 53.65% of the province’s total marine area.
In this planning phase, all 28 wind farm sites are located more than 10 km offshore. Among them, the Dafeng H18-1#, Dafeng H18-2#, Dongtai H3-1#, Dongtai H4#, and Dongtai H5# sites are situated in areas near radiating sandbars where water depths are less than 10 meters. The original intent behind Document No. [2016]394 issued by the National Energy Administration and the State Oceanic Administration was primarily to take into account the high development intensity of nearshore waters. Since wind farms involve large-scale marine use, placing them too close to shore could adversely affect the development and utilization of nearby coastal areas. Therefore, these sites were relocated to offshore areas with lower development intensity, minimizing their impact on coastal zone development and utilization. Moreover, given that the large marine footprint of offshore wind farms might also affect human activities along the coast, wind farms are encouraged to be located as far offshore as possible. Additionally, since the tidal flats along the Jiangsu coast are relatively wide, to better protect these tidal resources, it has been stipulated that when the width of a tidal flat exceeds 10 kilometers, the water depth in the corresponding offshore area must be no less than 10 meters. The sites planned in this round—Dafeng H18-1#, Dafeng H18-2#, Dongtai H3-1#, Dongtai H4#, and Dongtai H5#—are located in areas near radiating sandbars, which differ from the flat tidal flats along the Jiangsu coast. These offshore areas currently exhibit low development intensity and significant variations in water depth, making them relatively less suitable for other types of marine development and utilization. Consequently, the construction of these wind farms will not interfere with the comprehensive development and utilization of the marine areas nor with the living and environmental conditions of local communities. Therefore, the selected sites for these wind farms meet the requirement of being at least 10 kilometers offshore and generally comply with the management requirements set forth in Document No. 6 [2016] issued by the State Oceanic Administration.
When selecting sites for the planned wind farm areas, full consideration was given to their spatial alignment with various marine protected areas. After optimization and adjustments, none of the selected sites overlap with marine nature reserves or marine special protection zones. However, some planned wind farm areas do fall within marine ecological redlines: specifically, parts of the Guanyun H5# and Guanyun H6# wind farms are located within the Haizhou Bay Marine Ranch; the Xiangshui H3-1# and Xiangshui H3-2# wind farms are situated in the Xiangshui Four-gill Perch Germplasm Resource Conservation Area; the Shuyang North Area H1# and Shuyang North Area H2# are within the Yancheng Jellyfish Germplasm Resource Conservation Area; and the Dafeng H18-1# and Dafeng H18-2# are located in the Dongsha Mud Snail and Quadrate Clam Germplasm Resource Conservation Area. These ecological redline zones primarily protect marine biological germplasm resources. From the perspective of both the conservation targets and conservation requirements, there is potential for coordination between the wind farm areas and these conservation objectives.
In addition, according to the analysis of the Jiangsu Province Marine Functional Zoning Plan, the submarine cable routes in each region have, as far as possible, avoided various ecologically sensitive areas. However, due to constraints imposed by human development and utilization activities in nearshore waters as well as ecological conservation requirements, a small number of planned submarine cable routes still traverse the experimental zones of marine nature reserves during the planning stage, creating inconsistencies with the prohibition-of-development zone regulations stipulated in the Marine Functional Zoning Plan. In the next phase of planning, before specific projects are implemented, it will be necessary to further coordinate the relationship between individual wind farms and the Marine Functional Zoning Plan as well as the ecological redlines, ensuring full compliance with these plans and regulatory requirements before proceeding with implementation.
