The Implementation Plan points out that by 2027, a preliminary carbon footprint management system will be established. A national general standard for calculating the carbon footprint of products, aligned with international practices, will be formulated and released. Around 100 standard rules for calculating the carbon footprint of key products will be developed and promulgated. A preliminary database of product carbon footprint factors will be established. A preliminary system for product carbon footprint labeling, certification, and tiered management will be put in place. Furthermore, positive progress will be made in aligning the carbon footprint rules for key products with international standards.
On June 4, the General Office of the Ministry of Ecology and Environment issued the "Implementation Plan for Establishing a Carbon Footprint Management System" (Huan Qi Hou [2024] No. 30).
The Implementation Plan points out that by 2027, a preliminary carbon footprint management system will be established. A national general standard for calculating the carbon footprint of products, aligned with international practices, will be formulated and released. Around 100 sets of carbon footprint accounting rules and standards for key products will be developed and promulgated. A preliminary database of product carbon footprint factors will be established. A preliminary system for product carbon footprint labeling, certification, and tiered management will be put in place. Furthermore, positive progress will be made in aligning the carbon footprint rules for key products with international standards.
By 2030, the carbon footprint management system will be further refined, and its application scenarios will become more diverse. Approximately 200 standardized rules for calculating the carbon footprints of key products will be formulated and issued. A product carbon footprint factor database—characterized by broad coverage, high data quality, and strong international influence—will be largely completed. A comprehensive system for product carbon footprint labeling, certification, and tiered management will be fully established, and the environment for applying product carbon footprints will continue to be optimized and expanded. The rules for calculating product carbon footprints, the factor database, and the carbon labeling and certification system will gradually align with international standards, and China will substantively participate in the formulation of international rules on product carbon footprints.
The Implementation Plan covers The four key tasks are: establishing and improving a carbon footprint management system, building a multi-stakeholder framework for carbon footprint work, promoting international mutual trust in product carbon footprint standards, and continuously strengthening capacity-building for product carbon footprints. 。
Among these, rules and standards for carbon footprint accounting of key products will be released. Priority will be given to focusing on key products such as electricity, coal, natural gas, fuel oil, iron and steel, electrolytic aluminum, cement, fertilizers, hydrogen, lime, glass, ethylene, synthetic ammonia, calcium carbide, methanol, lithium batteries, new-energy vehicles, photovoltaics, and electronic and electrical appliances, and corresponding accounting rules and standards will be formulated and released.
Establish a tiered management system for product carbon footprints. Government departments will explore conducting tiered assessments and management of product carbon footprints in key industries and specific sub-sectors. Enterprises are encouraged to conduct their own carbon footprint assessments—and those of their supply chains—based on relevant standards and requirements, thereby helping them tap into their carbon reduction potential, optimize supply chain management, and enhance the low-carbon competitiveness of their products.
Strengthen policy support and coordination. Promote the integration of product carbon footprint requirements into policies related to trade, finance, monetary affairs, and industry, thereby creating synergies in policy efforts to advance product carbon footprints. Encourage the inclusion of product carbon footprints as evaluation indicators for green and low-carbon supply chains and products, fully leveraging the positive role of product carbon footprints in encouraging upstream and downstream enterprises along the industrial chain to adopt low-carbon technologies, carry out low-carbon transformations, optimize energy resource allocation, and fulfill social responsibilities. Facilitate the organic linkage between product carbon footprints and mechanisms such as carbon emission rights trading, voluntary greenhouse gas reduction trading, and environmental impact assessments, and jointly promote carbon reduction efforts.
